I think they should add exceptions, like people in school like this. Obviously, if you're able to get to Uni by fifteen, then you're sort of special.

And since the parent/guardian is responsible for the underaged, the parent/guardian issues responsibility for the actions done with the SIM

For what reason? If "these young chaps" are in a dire situation, how do they call their parents/guardians?

Nigeria has a laws but not a unified one, states within the federation can make law that suit their people religions and cultures.

THE PURPOSE IS TO MAKE SURE PARENTS GET SIM cards FOR THIER KIDS WITH THEIR OWN DOCUMENT , IS A VERY NORMAL PROCESS DONE AROUND THE GLOBE , IF IMPLEMENTED PROPERLY IS A WELCOME DEVELOPMENT!!!!
