If I must speak as a man of wisdom, you're partially right as that is evident right now to be the case, however neither the government nor nolywood has the first point of contact to a human being in a society, but the very core agents of society; Family, peer groups, schools and religious bodies.

These are the first and foremost of shaping a man's life to how he turns out. I believe we should talk about this first before putting blames on the Government. If these core agents are very active in the growth of a child, believe me you, it'd only be spiritual(voodoo-ish) if a person turns to the ill practices of society.
