Start by watching quality programs on television, then pay special attention to how words are used and pronounced. You learn quicker that way.
And not just any TV channel, channels like BBC, Discovery world, NatGeoWild, Supersports stations...

So I happen to grow up in the barracks,and it's a norms for barrack children to speak pidgin English fluently. But my case was different, some of the things that helped me shaped my English was my love for cartoons.

Yes cartoons, many people feel cartoons are for children but I tell you it is where you get to listen to the best type of English, aside cartoons I really fancy watching American and British movies and I listen to great preachers like Dr Myles Munroe.

Spending time watching foreign tv stations and reading alot of books helped shaped my English speaking prowess. You can subscribe to this too and see how far it will go for you.

and try to be watching American high school romance movies, it will help you alot.

You can take up an online english course, that will help.
Read more, listen to news, (both audio & video) especially CNN & BBC, tune into radio stations like Classic FM & Nigeria Info, avoid Wazobia Fm.
Avoid Nigeria musics, listen to more foreign old school music like country, pop, hip-hop, R&B, blues, rap, funk, disco, soul, rock.
Lastly read your Bible.

Watch lots of ojukwu videos.

On point, asides that, my love for cartoons at my early stage helped shape my creativity a lot.
Never new I was doing myself good at that time. If you want to learn quick in life, pay attention to every details.

SOLUTION

Like majority have said here. Watch educative TV programs and some American reality TV shows.

Another best way to improve your spoken English grammatically, is by studying a very rich English textbook that is simplified for easy understanding. A good example is "A1 in English." I love that book. I used that book when I was preparing to sit for GCE years ago and learnt a lot of things that has been a guide for me till today.

Then, try practices like talking to yourself in front of the mirror. This will also help boost your confidence level, which is key because lack of confidence too can affect your fluency of the English language. So, try this method and keep it simple for now ( I mean don't start off with ambiguous words) and see yourself improve in no time.

Watch quality TV shows, listen to radio news program, read novels to acquaint yourself with the laws of concord and tenses, add word pronouciation app to your phone and learn, you Will be fine in less than a year

Watch more of Tv presentations, drama and such like and listen more..it improved mine so well, it can help you too.

First of all read lots of intereating novels, articles, magazines etc

Secondly start watching high quality hollywood movies)series alongside documentaries, (Stopching Nollywood movies for now especially crappy movies like the SELINA TESTED)

Thirdly start using the dictionary as much as you can , most times I just read the dictionary for fun while checking up on words randomly.

All the suggestions above are good and worth trying but believe you me, if you are Taciturn you won't achieve your aim, even if you read all the docummentries and commentaries in the world and watch all Hollywood movies. The English you learnt will only be domiciled in you and maybe help you in passing exams but there would be little or even no improvement in your spoken English. I knew what I passed through being reticent and uncommunicative even while learning all the English words in the world.

My take: While learning and going with the suggestions above, try to practice what you learnt in order to improve the fluency you are looking for

I think reading a lot of novels, especially descriptive crime or romantic novels will help him more than tv shows

With every new word he hears for the first time, they'll register correctly in his mind.

For some of us, it took us a while to unlearn and relearn how to correctly pronounce simple words like determine.

No tv shows will give him that time for this. You should understand my point. Novels are easily handy, he can take his time to re read through at any pace of his choice!

Bros, sorry o, reading can never make you speak good English.
Please, do not get me wrong, reading will definitely make you to be very creative in writing with English and your English construct , when it comes to writing may be superb, but when it comes to spoken English, you will just be speaking the English with enough Hausa, Yoruba or Igbo accents ,
you will be pronouncing "people" as "fifu" and "church" as "soosi"
your spoken English will be grammatically correct but the English people will have difficulties understanding whatever you're speaking and you yourself will not be able to understand them
If you want to speak good English without accent, then listen to the native speaker of the language and try to mimick their pronounciation.
I believe this is the reason why language students do what is called " acculturation"?
