I really hope the emergency rescue system in Lagos works effectively in this case. I hope lives can be saved.

This is really sad. When is going to be the end of building collapse in Nigeria? We need standard building materials and maintenance culture of already built houses. An ordinary Nigeria believes that once he is done building a building a house,then that house will serve him forever more.
Buildings are meant to be tested occasionally for sustainability test.
May God help the victims. Amen

95% of buildings in Lagos don't have building approval, sometimes due to the unattainable conditions attached.The 5% with approval are shady ones got through influence.
I am sure that building was being erected by a politician or goverment contractor through a proxy property developer that bypassed all building codes.
You will only see these Lagos ministry officials going to hinterlands and developing areas of Lagos marking buildings with red/black "stop work" letters,but become very mute or easily bribed off when buildings are constructed in high brow areas.

How can someone be building 21-story building with cheap substandard building materials.

I knew there was a reason my wealthy uncles refused to use Nigerian Engineers and builders for all their houses... They always went as far as Ghana and Benin Republic to even recruit.
