The owner alone can not be held responsible. When he exceeded 15floors, what did the Lagos state government do.

The owner of the collapsed 21-storey building in Ikoyi was given approval to construct only 15 floors....

This nonsense of buildings' collapse will not stop unless government start to sack heads of regulatory agencies for every collapse.
Governor is interested in fines, taxes and levies. Heads of regulatory agencies are interested in bribes.
We have many regulatory agencies that are regulating nothing across all sectors.

The LASG after approving plan for such gigantic building you don't follow up to check whether the owners comply to what you have on paper. It's a failure on the side of LASG not to follow up the building after approving the plan. Anyway let the full weight of the law come down in this case.

Blame game just began.. After wasting lives. When the said (murderer) owner added 16th,17th floors, the agency traveled out of Nigeria I guess. Stupid people!

They were pocketing envelopes for each floor of death added to the building in the comforts of their office.

Your last sentence is dope. 100%

Tell that to the birds ...

He got approval for 15 floors but went ahead to construct 21 floors while you all stood by and did nothing.

Whatever happened to regulatory supervision?

Gerard Road is a very busy road in Ikoyi and there is no way such noticable infraction could not have been noticed till it collapsed, Lagos State should be held responsible 100% for the avoidable lives that was lost.

God bless you ojare. This announcement is even very offensive and should prompt an immediate investigation and reform of the building regulation body in Lagos. Heads musy roll.

Compliance with building regulation is enforced by authorised building regulators and never left to the property developer or the individual who gained building consent or approval.

With compulsory regular inspection, especially at relevant structural stages, how would it have been possible to build several more floors than originally approved?

This revelation is even very creepy and horrific in view of what it reveals about Nigeria.

He should have told us how much he and his agency collected in bribes to allow the infraction instead of presenting a weak defense

Oga that letter is a desperate attempt to prevent the remaining buildings from been pulled down. That letter was backdated claiming that they are comfortable with the remaining two except the one that collapsed. It is Nigerians and their level of desperation.
You mean in the space of disaster they quickly cane up with that?
A company will put their reputation on the line?

Medicine after death. When the building went beyond the approved structure why didn't they pull it down or totally seal it off?
This man should be fired.

Stop being cynical and put the blame where it lies.
I have driven by many average looking houses blocking drainage or dangerously close
to river. The buildings were already marked with red "stop work", yet, the owner continue.

The government job is limited. It is not your personal bodyguard to hold your hands and guide
you around safely.
What is the duty of a government then?
How come FRSC books one without using seat bet, after all the usage is for the individual protection alone. Why will government arrest you for trying to commit suicide or isn't it your life? Why should government invest finance & human resources to intelligent policing, when they could have just say, citizens please don't commit crime and leave it at that. Your thinking is why Nigeria will never get the right people in power. After all, anything goes and they don't owe no one any responsibilities.

I think the regulatory bodies rarely go to site(unfounded by me)
They just stop by the head office and drink tea, collect their envelope and leave. Sometimes they send an intern

They are only interested in the oversight allowance and the sorting they get from contractors who cut corners.

So nobody at the agency deemed it fit to ensure the work stopped when they added the 16 floor, then added the 17th and so on?

The fellow was talking about bad materials, the agency did not carry out any test or inspection from fdn to 21st floor?

Why am i seeing so many Y16 in the rubbles, should have been more Y20 and Y32.

They should not be able to unless the regulatory body in this case is legally allowed to simply issues building consent permit without regular compliance inspections.

Otherwise those who should have oversight responsibility, on ensuring compliance with approved plans, should be in big trouble also.

In the UK, for example, even extending or significantly modifying your own private property will involve several visits from the building regulators from the local council, at key stages of work, to ensure you are complying with stipulated guidelines and conforming to the precise approved plan.

I can't imagine why this would not be even more important for a 15 storey building in a built-up area.
