Cements need to be refined due to certain impurities in them.
Elements like Limestone, sand, clay, bauxite, etc that make up the Cement aggregate all have impurities, so they need to be refined for appropriate and optimum use!

Cement manufacturing process cannot in any way be described as "refine". Though you mentioned some of the raw materials, but they don't undergo any process of impurities removal instead they are being analyzed and combined in right proportions to get the desired cement chemistry.
