Make a research on the natural resources that can be found in my state, invest on it heavily to make it a production entity

Do u know the work of these inmates??

Instead of wasting away the time if these inmate, They will be employed to work in the production factory and be paid stipends on monthly basis, but if their salaries was to be 50k, they will be paid 20k+feeding.

See as my state IGR will increase
