There was a classified report back in the day, in USA, that drugs were distributed by the CIA to black neighborhoods in a bid to paint blacks as drug dealers while taking their radar away from the white community.

Even in Cambodia and Indonesia, if you are caught as an indigene doing drugs, nothing severe will be done to you (maybe they will give you rehab as a cover up) but if you are a foreigner, you are automatically a dead meat.
