Doing a random sampling stuff; if Anambra that is economically vibrant presents a budget of #141 billion, Kano that's the economic live wire of the north presented #196 billion for same 2022 appropration year respectively, what is in this barren Borno doing with a whopping sum of #267 billion? Paying terrorists?
