Circular aside. I think is very important for anyone that was given APL by NCS to be vaccinated before he/she is called for camping. Same circular came out for prospective corp members which stated that all prospective corp members must present their vaccination card or get vaccinated before entering the camp environment, and this applies to all civil service

IPPIS is a payment/ payroll system, not a salary /wage grading organization, how does this affect the amount to be paid custom officers?

You ignored that the Public-hearing had a proposal of the Custom service strengthened in finance to have more staff, which has been a previous call by customs bosses.

There's just little to take out of that hearing.

Don't try to make people feel the salary would get lower without concrete evidence.

If NCS were not on IPPIS because they generate revenue what do you think would happened if they're stopped?

Abi them better pass Immigration, Correctional Service, Civil Defense and Fire Service wey dey IPPIS? And all these paramilitaries dey almost collect the same salary

Technically, It is not quite possible!

USA has a Customs and Border Protection which is a Law enforcement agency like the NCS, you can't commit an activity that requires Law enforcement to the hands of FIRS.

So what can change? The Customs can be handing it over after collection to FIRS (who will do the assessment and accounting to FG). And thats a worse deal for FG as customs may embezzle more before handing it over, they would be quite indemnified from questioning about the funds.

That framework isn't on ground now, and wouldn't be built overnight. The implication may be that: Customs would need more staff. Thereby employing more and most likely increasing salaries if there are proceedings for it.

Could it be a plot by the sen to get moreslots?

Main victims of any shake up will be the bosses at the top, They may not have money to embezzle. But it opens talks for them making changes to allowances too.

And joining IPPS may ensure that all appropriate taxes are removed on salaries without interference from customs for their own purposes. In that case, Salaries would be clearly stated.


Not all arguments that are put forth in hearings make absolute appeal to reasoning. So i believe there's no need to panic, if there's ever going to be any change in Nigeria system at this point, it's not to hurt the average worker.

The Nigeria Customs Service has issued a two weeks deadline for all officers to get the Covid-19 vaccination in line with Federal Government’s directive to all government workers.

This new deadline was contained in a circular NCS/FATS/ABJ/549/VOL.VI dated 15th December and signed by Deputy Comptroller General in charge of Finance, Administration and Technical Services (FATS) DCG E.D Chikan.


The circular reads “In order to ensure the safety and wellbeing of all officers and men of NCS and other members of the public, every officer must get the COVID 19 vaccination within the next two weeks or be barred from all official duties.

“For the avoidance of doubt, no Customs personnel without a vaccination card will be allowed to enter any NCS office from 30th Dec 21”
