That's probably because they don't know if the bill is for one village in one of the countries or for the three countries combined.
In Nigeria, that amount is what PHCN can bill just two or three factories in a month.

How do you do business with other countries by supplying them with electricity while your own citizens run their own businesses with generator? The money made from these countries have not translated to anything for the citizens too. If you sell food to others while your wife and children starve, what do we call you?
