Not really. In most cases it is when you see unsuccessful delivery that you get a notification.

This scenario it is either enroute your Post office or it is there and it hasn't been sorted.

And I'm yet to recieve mine that was shipped in November.

I did bought phone from aliexpress up till now I haven't gotten it, checked the tracking and its till stock at overseas 2 month now. Should I open a dispute.

So I got Nipost Email address and mailed them and they replied this (Suprisingly quickly I must add)
It's taking them more than 11 days to simply deliver the item from Enugu to Nsukka. It's now to find the contact of someone that works in Nipost Enugu
