I suspect they approve promotions like this for those who may have political aspirations after retirement. I think they promoted Edgal Imohimi to AIG shortly before retirement too.

1. Ministers should be appointed from each States of the federation.

2. Service CHIEFS are appointed base on ranks; most senior officers are presented to President and he has the right to choose those he is comfortable with irrespective of their ranks among them. Since his inception in Military there has always been 2 from North and 2 from south out of the 4 positions among NA, NN, NAF and CDS.

3. kitchen cabinets are the right of the President to excercise irrespective of their region, Religion and tribes.

That was why GEJ'S service Chiefs were:
