It's not league competitiveness that determines the rating, else the much more competitive Swiss, Greek & Danish leagues will be highly rated. It's about the impact the teams from the leagues make in the UCL and Europa.

Is the German league competitive? No be only Bayern? Italian league currently is the most competitive, yet we know it doesn't hold a candle to the EPL.
