Do you think the hydraulic engineers are to be blame? Why on earth will they not consider the river regime when the discharge of the river changes over a time. Why is this pier hanging on the sky? Do you think the structural engineer or the geotechnical engineer are to be blame for not coming up with a proper pile or deep foundation for this bridge pier? The supervising authorities are to blame. The Geologist gave a report based on the soil profile, the Structural Engineer make a design based on the soil investigation report and rdesign the best kind of foundation to be adopted and give structural details. It's left to the contractor/supervising authorities to adhere strictly to the design and make sure the Job is perfectly done. Do you think the hydraulic engineers are to be blame?
