Your points are correct ,but the reason why Nigeria cannot build a flying car has more to do with the fact that we prefer to sell oil and import the stuff we could easily make at home.

Being an oil rich nation is a nice way to not have the kind of industrial backbone needed to build stuff like phones , radios, computers , cars and flying cars. After all we can use oil money to import all we need.
