He chaired the team and in turn report to the President. He had no power in implementing any economic policies. The economic team is under the President who takes final decision.

There's a reason it's called Economic Management Team and not Advisory. Osinbajo's team no matter how you wanna spin it was charged with the responsibility of managing the economy whether it reports to Buhari or not.
Let's assume that it reported to Buhari, isn't it from it's report that Buhari is supposed to take decisions? Yes we know Buhari is dull, but the committee didn't help him as much as it should.

Neither the CBN Governor nor the Finance reports to the VP. Both ministers may disagree with the team and submit an entirely different reports to the President. The economy are firmly in the hands of both ministers who are in charge of monetary and fiscal polices respectively.

Not sure you know the core mandate of that team but let's leave it at that. Truth's that the govt which Osinbajo serves as no 2 has failed in most areas of governance including the economy. When we accept the truth and reality of that, we can better position Osinbajo for greater success should he become president.
