Yes we understand that Man proposes but God opposes, that doesn't and shouldn't stop a person from making plans. Heaven helps those who help themselves, that if what a popular adage says.
From the passage, some qualifications can be deduced "Able men, such as fear God, men of truth, hating covetousness". These were excellent guidelines for the position of aide Moses wanted. It is not a matter of geographical size my friend.

Japan is one of the smallest countries in Asia but she single handedly almost took the entire Asia continent during the second world war. Overrunning land mass giants like china in a matter of months and even taking the fight half way around the world to the Americans.

Germany is almost half of Ukraine but it almost took the whole of Europe and Asia and parts of Africa combined.

Ukraine is over 2 times bigger than the whole of the United Kingdom (England, Wales, Scotland and northern Ireland) combined.
