Does comparison mean justification? If I say "A gun is deadly but better than a bomb because a bomb is more destructive.", will you say I am justifying using a gun to kill people?

The executive governor of Rivers State Barr Nyesom Wike was alleged to appear drunk during his live interview of Seun's Politics Today On Channels Television on Friday.
The Governor was noticed at some point during the interview talking out of context and sometimes dozing off while speaking.

I’m a woman. I can’t even stand red/white wine with alcohol. I can drink palm wine, maybe cos it is fermented but only in small doses.

But for a sitting Governor to get drunk before an interview is stupid. If he was interviewed by skilled journalists, he would have told them all the secrets of the state wthout even knowing.
