The problem is not with our gene, it is with the level of civilization of our society. Africans can also conduct themselves orderly when they find themselves in civilized places where things are done orderly.
Civilization is relatively new here in Africa. It was when the white came to colonize us (which was not so long ago) that we were introduced to civilized ways of doing things. Before then, Africans were mostly a barbaric bunch of people with our society not so well organized. So we're yet to become fully civilized.
Our European and American counterparts are just lucky to have been civilized for a very long before us (but they've also been like us before). So it will naturally take us some time to reach there level of civilization in terms of governance, the organization of our society, humanitarianism etc.

This is another case of "I must have my own money" mentality. A sixteen year old girl opts for independence not minding the risk involved. For some of them, it doesn't matter if they'd be raped as many of them no longer value their virginity.What matters is just get this money.

In a simple terms, it boils down to leadership. If you have archaic and wicked leaders, these kind of things will definitely happen. Arabs and some other developed countries citizens no dey hear word, but they have a strong institution and focus leaders who put things in check. In all tribes there are civilized men/women who can help reduce the lawlessness in the country, but most people won't vote them in because they love hardmen/wicked people to lead them. For example in the Eastern region the only candidate that can turn things around is Peter Obi, he's not a thug or uncivilized person. If we can have the types of Peter Obi in every major tribes in the country or at the top level of governance Nigeria will be great again.
