Huge percentage of ills associated with Nigerians abroad is done by them claiming Nigerian when caught. Now they are trying to change the narrative and deceive the world. She could have procured these papers easily going through due process. Nigerians, who have lived in Ghana, know that, they don't take it lightly with Nigerians. I bet you, if it was a Togolese that did this, they will let it slide. I have seen this happen many times, and it's highly unfortunate.

Please do you know how to go about this? My younger sister will be going there for a job and we have researched abt this but nothing tangible.

Go to their immigration office. Please don't patronise any agent. Apply for a resident permit, and you will also be eligible to apply for any other papers you need.

To be honest, many Nigerians in Ghana don't go for it, they like to do things illegally. It's better she does it right. With the resident permit, she can open a bank account, and even apply for visas abroad, without coming back to Nigeria.
She will also need a Ghana card, to register her sim card.
I wish her well.
