As it is, many of the "powers-that-be" are in support of the Status quo (that Israel continue to exercise defacto control while keeping the troublesome ones among the Palestinians as a repressed minority. Many Palestinians already identify as Arab Israelis anyways. Even many of them don't trust what a combined country of moderate Palestinian Authority and ultra conservative Hamas would look like. Of course, they don't want to become another Lebanon (Christians, Muslims and radical Hezbollah).
