Soludo has always been the wish of Anambrarians, and as Obiano respected that wish, as far as I am concerned, he has leapfrogged Peter Obi. Let us not forget that Obiano had to work within the confines of a messed up economy by the Buhari-Osibanjo regime, so we shouldn't expect any major miracles from him. I promise you, if Buhari was in charge when Peter Obi was the governor, Obi would have done much worse than Obiano. Soludo should not go about destroying peoples life efforts without looking for solutions. As an intellectual, a child if the civil war and a product of our parents efforts to survive, he can find suitable option to redevelop Okpoko without destroying people in the process. I have often browsed through the areas on Google map, thinking how I can sort the slum should I be in charge. These are my thoughts. 1. Relocation and Organised Housing development. Divide Okpoko Area into about 50 sectors or area. And start Redevelopment and Relocation serially and in stages. 2. Relocate to where? There is a river running from Ojoto down to Obosi emptying into the Niger, its flood banks is still undeveloped and offers space for new developments. People have bought up the area and walled, but the Givernor should revoke the occupancy and compensate. 3. Plan the Area, and appoint developers who can source their own funds and develop high rise residential blocks in this area with world class organisation. Minimum of 20 floors. Remember to account for parks and green spaces in the plan. 5. Design a new plan for Okpoko area as a Corporate business district, something Onitsha lacks at the moment. 6. Conduct an enumeration exercise in Okpoko as is currently, identify structure that do not fit or meet the minimum requirement for the new plan. 7. Revoke occupancy and Evict the occupants of the Okpoko structures (except the few fitting buildings, should be less Ghana 20%) , Compensate them with new apartments developed by the appointed third parties in the residential area along the river Bank. Do this in sectors to allow people adjust easily to the new realities. 8. For each Sector Evacuated, Auction the old space in Okpoko for re-development as a Business District, in line with a masterplan. Because Okpoko is already a mature brownfield, proceeds from the auction should be able to pay off debt of the state for both the new Apartment blocks used for Evacuation and the compensation paid to initial land holders in the River Bank. Doing this will give Onitsha, two organised and well built residential and business neighbourhoods that are world class. And also set the tone for redevelopment of other parts of the city. The state will need loans for the initial funding, but will eventually end up with net gains from the Okpoko Auctions, so no loss or expense. Soludo promised Sky Scrappers on the banks of the Niger. This is how to get it, not by reckless demolition of properties which has not worked anywhere, not even in Abuja. |
