War is supposed to be between the military...
Killing unarmed civilians is a war crime...

Secondly, even in war people don't exterminate their enemies...they subdue them...
Even Marley subdued the Middle East alliance at beginning of season 4 and entered agreement with them...Marley didn't exterminate them...
In real life, Russia isn't looking to exterminate Ukraine...
Germany in WW2 wasn't trying to exterminate their enemies...
