Oga Warsaw pact is no longer in existence. They dissolved and Russia who was in forefront of the pact rushed to join NATO. NATO kicked them out. Severally they tried but severally got rejected. Many of the countries in Warsaw pact have joined NATO. Russia was the main reason many countries pulled out of WARSAW pact because they were autocratic and centralised power in Moscow so they dictate whatever happens unlike NATO that decentralised and shared power equally amongst members.

Russia was prevented from joining but NATO continued to accommodate all Russia's neighbours, then it occurred to Russia that she is the enemy and target of NATO. If the trends is allowed to continue, NATO will eventually suffocate Russia and go for the kill when the time is right.
With Russia among NATO, the organisation becomes useless, the rejection simply made that to occur to Russia now.

There was no agreement. There was a meeting actually but no legal agreement. Putin has long been told to provide the agreement if anything was signed.

There is no county that is truly sovereign asides US. Every other country is either pressured, diplomatically coerced or outrightly forced to accept ideologies that may be alien to them.
As Russia is into this war, it's easier for them to go into another war except if they sustained enormous casualties.
