EU pays Russian in Dollars or Euro, Russian converts the money to the value of Rubbles.

Remember that Russia controls the exchange rate of Rubble and Rubble is no longer pegged to dollars but Gold.

For example EU pays $1000 into Russia accounts. Russia with convert the $1000 at their own exchange rate which they can manipulate. May be if $1000 was going for 20,000 Rubbles, Russian central bank can now say $1000 goes for 10,000 Rubbles. That means goods $1000 used to buy will now be $2000. Therefore, EU will have to pay more or go search for Rubbles and pay themselves.

Russia is saying EU should open a Rubble account with Russia bank. That means when EU pays in Dollars, Russia will convert that money to Rubble and deposit it in EU's rubble account which EU will now use to buy Russian oil.

However, according to the proposal, EU companies are afraid that after Russia convert the dollars into their Rubbles account, that Putin may sanctioned the rubble account owned by EU companies.
