Please guys, whose responsibility is it to fix and install a transformer in Nigeria?

Is it the responsibility of the distribution company, the community or the government??

And are there any legal affirmation/clarity to this issue?

Discos are the one responsible.

Any equipment that falls under the distribution process is the responsibility of the Discos.
