I'm an American tourist looking to visit Lagos in July. I haven't applied for a visa yet. But I heard on some random youtube that it is hard to get a tourist visa. Does anyone know if this is true? Maybe this is due to covid?

Not true , go to Nigeria embassy in US and get information about your visa application to visit Nigeria. Lagos have tourist site you can visit and also secured. If you plan to visit July then you can start your visa processing. I May in case of delay in process .

For the letter of invitation, I don't know anyone in Nigeria. Which would look better to the embassy/consulate, a letter from a travel agency that I pay, or a letter from my hotel?

You do not need invitation letter to visit for tourist in Nigeria, just book your hotel and flight itinerary you are good to go
