On the way to Church yesterday, I saw those signs on the road and couldn't resist. Whipped out the phone and my son recorded me

You are referring to actus reus.

It is man who cannot completely prove beyond reasonable doubt any guilt without "actus reus" in most cases.

But, God convict a person beyond all doubts with "mens rea" alone for He sees the hearts of men.

That is what that Law of the Commencement of Guilt and Sin and Liability is warning people.

Well Jesus was wrong. I have thoughts all the time that I never act on. That is called self control.

After the crime has been committed. You cannot prosecute someone of mens rea before a crime has been committed.

There are different types of thoughts/thinking. A thought can cross your mind OR you may decide to think about something.
A thought crossing your mind is like a bird flying over your head. You can avoid the frequency and nearness of a bird flying over your head. You can also avoid(with high probability) a bird pooping on your head. In plain words, thoughts may flash to you(including evil thoughts or temptation). That one is not really your fault. You can of course decide not to dwell on it or to act negatively on it.
On the second hand, you can decide to think, meditate and ruminate on something or anything. i guess that's the part you guys are talking about. i can decide that i want to think about my life, or an exam, or a speech or my neighbor's wife or sister or daughter. That's what PastorM hinted with the Job scripture. Thinking bad things in this way is avoidable especially by God's grace and even some discipline. There are people who think about sex with women they are not married to, as they are talking to them or seeing them just passing by. This is very avoidable.
