You don't need anybody's permission. Just go ahead and buy your domain name and hosting

You don't need any baggers permission to own à website but if it is a brand name of your company, you can register the name with CAC for proper branding, like using the name for corporate account etc

But I will repeat you don't need any government approval or agreement whatsoever to own or register a website.
