No, Mr. Akan Udofia did not stand election in PDP Primaries, he only bought the form, filled, returned the form, appear for screening, hoping to contest but citing the possibility of him making it in PDP was slim, he defected to APC. Same as Peter Obi that left the PDP by notifying the party.

Senator OBA writes his Party the PDP officially, informing them before the primaries that he is not gonna take part in the primaries, citing court orders, if at the end of the day, he chooses to defect from PDP to another party, he can do so, simply because he did not stand election in the PDP primaries.

I think there is a law or rules that guild this kind of defections.

It would have been a mess if he had moved to APC.

APC in Akwa Ibom State is full of saboteurs, greedy, envy&jealousy, thats why theyre having endless problems.
Existing Members will say OBA is coming over to clinch the party's ticket because PDP has denied/betrayed him.

OBA can only join APC when it's in order, one house &one family where interest of the party &the State reigns supreme.
As it stands PDP/APC are in the state of coma&confusion awaiting extinction in Akwa Ibom State.

OBA will initiate a third Force that will take away a lot of people's attention from PDP/APC thing to chart a new course/direction, it gonna be joint forces, watch out in the coming days.
