But as it was observed over time that continents like Africa, Asia, Concacaf and Oceania were only there to make up the numbers as tourists, they simply narrowed it down to the 2 serious continental contenders who had always won the tournament since its inception.

I am sure you recall when Chile dumped out Portugal while a certain Wasiu was still waiting to take the last penalty shot to glory. So you see, the competition had always been around when other teams were winning their tournaments but just in an expanded format.
