What would it have taken them to relocate to other local governments not affected to do their businesses but no they must defy the directives. If their property mattered to them it wouldn't cost them anything to simply abide by the rules.

On the day of the ban a woman died at Ikeja along as the rider was trying to evade arrest, she fell. Heavens tried to shift that death from her head by ensuring that what would have caused her death was banned on the appointed day but alas her impatience still made her use the bike. Sadly, Okada riders know how to escape those situations.

In Banana island, Ikoyi, you can't even enter unless someone invites you and you confirm with the security at the gate.
There's a city in China where you need 1 day visa to enter and work. Their own village people apply for the Visa, daily, enter, work and leave at the end of the day.
