The Voucher now has a central issuing systems licensed by the kings microfinance bank for the Money Backup I.e. The Voucher is backed up by Naira drawn on the Kings Bank.

This is just the Kings Way of Gifting his people with Foodstuffs and Drinks instead of Dashing them Money which they will divert to other means:

Also the King has a large superstores which accepts the Voucher for wholesale of Foodstuffs to retailers and final consumers thus the King Superstore is the Banks while the Issuing Microfinance is the CBN and Naira is the Gold Backup!

Vouchers are not currencies. They are used to purchasing groceries in grocery stores in the US and that is what he is trying to replicate to make life easy for the people.

the system is working, people are spending more within the community.
but has the economy of the system improved, and by how much

it makes me want to ask: (if) since the initial goal has been achieved, in order not to continue exposing the system to the risks that the economists noted, why don't they close it down.

this is because: if the system worked, and people have gotten more stable financially, then they can know that even without the voucher, they can continue to spend within the community and things would be good for them.
