How to decentralize power in Nigeria.
1. North central & east has high sunlight - Power source can come from solar system
2. North west has high winds - source can come from Wind turbines.
3. North central and south west are close to the river niger - water turbine power source will make sense here.
4. South east and south south are very rich with gas - Gas turbines will be perfect here.

This is what the chinese would do if they want to meterise and power the whole country for life.

Selling meters to anyone can be manipulated because the bills are not paid directly to the federal government but through electricity distributors. The best way would be to decentralize the production of electricity. That is, those in the north east and central should generate electricity through solar system.
