Lagos should be more than that. You should know that Anambra having more than 55 markets should have more than if not that number precisely. About 8 cities are very very populated in the State and there's no way Onitsha and Nnewi won't have more than 5 million inhabitants.

Lagos is closer to Yoruba land, that’s why Yoruba might be more than igbos there (it’s even under probability).

Lagos belongs to the Awori Yoruba
Everything East and North Of Lekki is Ijebu
Badagry to Seme is Egun and Awori
