You are underestimating the power of hunger. It is a weapon. Only employed youths will reject their money and you know that is in the minority. There is a perception among most voters that, if they don't collect money they will still go there and loot so it is better to collect. Once you decide to collect you will realize u can't escape voting for them. Then, if you don't collect money they will use violence to disenfranchise you. So it is hard to beat them to this game when security agents are complicit.
