My Iceland PayPal does not have an africard(prepaid card) linked to it

Someone recently sent me some dollars to the PayPal account

My Question Is

1) Will I see the money in my PayPal Account even though I will not be able to withdraw it

2) Won't it go back(charge back) to the Sender, since there is no card linked to the paypal
