Kemi Adeosun, minister for finance, says more than half of Nigeria’s value added tax (VAT) comes from Lagos state alone.

Speaking at the parley between the federal government and progressive governors forum (PGF) in Abuja on Tuesday, Adeosun said the 87 percent of Nigeria’s VAT is derived from four states and the Federal Capital Territory (FCT).

In other words, only 13 percent of Nigeria’s VAT comes from 32 other states in the federation.

According to her no country in the world with high tax compliance rate is poor, and no rich country has a low tax compliance rate.

“There is no poor country that has a high tax compliance rate, and no rich country that has a low one,” Adeosun said.


Quoting current VAT collection data across Nigeria, the minister said “55% of Nigeria’s VAT is collected in Lagos State. 20% in FCT, 6% in Rivers, 5% in Kano, 1% in Kaduna”.

“I’m hoping that one day Finance Commissioners will stop needing to come to Abuja monthly to share FAAC, because IGR (internally generated revenue) will be sufficient.”

Corruption is getting worse in Nigeria, according to the latest corruption perception index (CPI) released by Transparency International (TI) seen by TheCable.

While the country scored 27/100 and was ranked 136th in 2016, the latest CPI scores Nigeria 27 with a rank of 148 — a significant 12 places below where it was the previous year.

This will come as a blow to the President Muhammadu Buhari administration who came into office on the strength of his anti-corruption credential.

Although the administration has put many suspects on trial and seized assets of politicians and government officials, it has also been accused of condoning corrupt practices by top government officials.

The index, which ranks 180 countries and territories by their perceived levels of public sector corruption in the opinion of experts and business people, uses a scale of 0 to 100, where 0 is highly corrupt and 100 is very clean, according to TI.

People who made pious noises about probity and morality, who rode to popularity on the strength of their preaching against the comparatively smaller corruption of past administrations, are now neck-deep in the nadir of some of the worst forms of venality we have seen in the country.

Now people are desensitized to news of corruption. Everyone has concluded that the Buhari regime will go down in the records as the most malodorous manure for corruption in Nigeria. Most people think it’s ironic that corruption is thriving profusely in the government of a man who likes to superfluously draw attention to his putative intolerance of corruption, who claims to embody “integrity,” and who promised to make Nigeria’s governmental soil infertile for graft.

Well, people who are astonished by the malodor of corruption that’s wafting from every crevice of the regime haven’t been paying attention to Buhari’s character. Since 2016 when it wasn’t popular to do so, I have called Nigerians’ attention to a major character flaw in Buhari that conduces to the luxuriation of corruption.

For instance, in a December 24, 2016 column titled, “Tragicomedy of a Corrupt ‘Anti-Corruption’ Government,” I wrote the following: “In spite of the awful performance of the Buhari government on the economic front so far, it was usual for people to say that the one thing that was still going for the government was the president’s integrity and intolerance of corruption. No more.

“The past few weeks have shown that the president isn’t the anti-corruption crusader Nigerians thought he was. Both the optics and the substance of his ‘anti-corruption’ fight would go down in the annals, at least so far, as the most brazenly compromised and selective since the restoration of democratic rule in 1999.

“As corrupt as the Jonathan administration was, it was once railroaded by the force of public opinion to ‘accept the resignation’ of former Aviation Minister Mrs. Stella Odua over her controversial purchase of BMW armored cars worth $1.6 million. Even Obasanjo, not exactly an apotheosis of integrity, fired a number of his ministers accused of corruption.

“But a man who rode to power on the strength of his credentials as a dogged anti-corruption fighter is looking the other way when his close aides are accused of corruption.

The president, it’s now obvious, is only interested in fighting corruption if only his political opponents are the accused.So we have graduated from ‘stealing is not corruption’ under Jonathan to a state of corruption is not corruption when the people accused of it belong to the president's ‘anointed.’

“Firm, undeniable evidentiary proofs of Gen. Tukur Yusuf Buratai's alleged corruption have been published. So have Lt. Gen. Abdulrahman Dambazzau's, and now Babachir David Lawal's. Rotimi Amaechi has been accused of bribing judges, and Abba Kyari has been accused of accepting a N500 million-naira bribe from MTN, among others.

“The president’s first public reaction to allegations of ethical impropriety against his associates was to defend them, a privilege he doesn’t extend to others. ‘Terrible and unfounded comments about other people’s integrity are not good,’ he said through his media adviser. ‘We are not going to spare anybody who soils his hands, but people should please wait till such individuals are indicted.’

Yesterday we reported that the Vice President Yemi Osinbajo's helicopter crashed in Kogi State, and the Caverton group has released a statement revealing why the incident occurred.

Josiah Choms, an executive at Caverton who confirmed the incident which occurred at about 3:00 p.m. in Kabba, Kogi State, said the accident was due to “unusual weather conditions." According to Mr. Choms, there were no injuries to the passengers or crew members as they were all quickly and safely evacuated

“The relevant authorities have been duly informed and an investigation into the incident has commenced. We will, of course, support the authorities as required,” the statement added.

Recall that Laolu Akande, a presidential spokesperson, said 12 people including the minister of state for labour and productivity, Stephen Ocheni, senior presidential aides, security officials were on board the helicopter.

The lack of state-owned pipe-borne water in the homes of Lagos residents has continued to be a source of concern, a non-profit group, Corporate Accountability and Public Advocacy Africa (CAPPA) has said.

At a press event to mark this year’s World Water Day, the group said its monitoring team’s visit to state-owned waterworks showed that most of them are not operational.

The group said the waterworks it visited include the ones at Maryland, Mushin, Ikorodu, Obalende, Agbowa, Onikan, Ikoyi, and Amuwo Odofin.

Only the one in Ikoyi is producing water, according to CAPPA.

Potable water still luxury 23 years after return of democracy

WHILE the Federal Government continues to proliferate the country with dams, it is such an irony that a state like Lagos, with its massive, constant boast of being a megacity, cannot provide its residents, thereby forcing the bulk of them to take solace in the arms of water boreholes.

At regular intervals, the two major waterworks in the state, the Adiyan, and Iju get grounded leading to the non-availability of water. In April and May last year, for instance, they both produce less than 10% of their installed capacity.

As of today, Eti-Osa, Apapa, Victoria Island, Badagry, Ibeju Lekki, Surulere, Ikorodu, Agege, Ojo, Mushin Kosofe, and most locations in the state are without access to clean water. Consequently, millions of residents now rely on boreholes, rivers, rainwater, as well as comprised wells for their water needs.

On its website, the LWC claims that it has a total installed water production capacity of 210 million gallons per day (MGD), which is far lower than the current estimated daily water demand of 540 million gallons per day.

Also, its plan to produce 745 million gallons per day by the year 2020 through the Lagos Water Supply Master Plan fell flat with the actual number of citizens having access to potable water dropping, rather than increasing 11 years after the launch of the master plan.

A senior staff of LWC, who preferred anonymity said that at present, its agency only supplies water to Lekki, parts of Ikoyi, Victoria Island (VI), Ojodu, Iju, and some parts of Ikotun.

Findings by Daily Trust Saturday revealed that many traders in different markets across the state defecate in polythene bags or a four-litre paint bucket with cover, which they stuck under slabs along the roads while those who use bucket empty their faeces into nearby gutters, water channels or canals at the close of the day.

Daily Trust Saturday reporter once sighted a full-grown sane man defecating on the Ikeja bridge leading to Mobolaji Bank Anthony Way at about 9am. He was seen bending close to other dry excreta in the full glare of motorists who drove past him.

Aside from open defecation, another common practice is public urination, which takes place virtually everywhere and practiced by all classes of people residing in the state including elite, illiterates, male, female, young and old.

The guiltiest are the men (young and old) as they empty their bladders in the full glare of the public, at any time and anywhere with total disregard for the law against such practice. Commercial bus drivers and conductors while stuck in traffic normally alight to pass urine right on the tarred road by their buses, without considering that the smell of urine can be offensive.

Hoodlums, street urchins and people who are homeless and sleep in open places like under bridges, roadside, shops, markets etc are also guilty of this practice as they freely defecate and urinate anywhere they deem fit.

Ethiopia has managed to deliver Sub-Saharan Africa’s first modern light rail project which opened in the capital Addis Ababa on Sunday, and in the process, beat Lagos whose own rail project remains four years behind schedule.

Ethiopia’s rail project was delivered on time, despite its being longer than the Lagos – Badagry rail line currently under construction.

Addis Ababa’s two line 34-kilometre system was built by the China Railway Engineering Corporation (CREC) and cost $475m, 85 percent of which has been covered by China’s Exim bank. The Lagos Light Rail Project or Blue on Badagry Expressway, was to have 13 stations from Okokomaiko to Marina via Iddo for a total of 27 kilometres.

The contract was awarded to the Chinese Civil Engineering Construction Company (CCECC) at the cost of $1.2 billion in 2008, and was to be delivered in 2011. Survey work took one year between August 2009 and August 2010 while construction began July 2010.

The work is being implemented using the public and private partnership (PPP) model, whereby the state builds the infrastructure and the private sector provides the rolling stock and management. However, the project has not worked out according to the plan.
The 2011 deadline was missed, even though the State government got a loan to fund the project.

Some days ago, I was at a secondary school in Surulere (across the bridge from the Island) in Lagos for a friend's event where he is educating secondary students about the perils of peer pressure. I honestly wasn't expecting what I saw as the state of this secondary school.
It left me wondering if this was a school or a dump yard. Why in heaven's name are Nigerian leaders looking the other way while the young ones study in this sorry environment?

The attached pictures are what I saw. This is no secondary school. It's a hopeless shanty. I hope this gets to front page and attracts the necessary attention.

The 2018 Rating by Transparency International placed Nigeria at 148th position out of 180 countries. Nigeria was improving over the years under the previous government, until Buhari got elected as president, things became worse.

There is a difference between fact and fiction. We need to face facts, Buhari is worse than GEJ when it comes to fighting corruption, at least that’s what the facts prove.

Most of us believed there was corruption under Goodluck Jonathan’s Government. I agree with those who did, there was corruption, but not as bad as it is today under Mohammadu Buhari.

In 2012, Nigeria was placed at 139th position, In 2014, Nigeria gained 3 steps and was placed at 136th position. Under Buhari, Nigeria has lost many positions down to 148th.

There’s no further proof needed that corruption has worsened under Buhari’s government compared to previous years.

Insecurity: Recruit 50 million youths into army, Tinubu urges FG

All Progressives Congress chieftain, Bola Tinubu, on Monday, urged the Federal Government to recruit at least 50 million youths into the Nigerian Army to boost Nigeria’s fight against terrorism, banditry and all forms of internal and external security threats confronting the nation.

Tinubu spoke at the 12th colloquium to celebrate his 69th birthday in Kano State.

He said, “We are under-policed and we are competing with armed robbers and bandits to recruit from the youths who are unemployed —33 per cent unemployed?”

“Recruit 50 million youths into the army,” he stated, adding that “what they will eat —cassava, corn, yam, will grow here.”

The APC chieftain, while reacting to recent statistics by the National Bureau of Statistics that over 23 million Nigerians are jobless, also urged the government to create jobs for youths in the agricultural value chains.

He said, “Don’t talk about illiteracy, anybody who can hold a gun, who can handle a gun, who can cock and shoot is technically competent to repair a tractor in the farm.”

Nigeria’s Next Leader’s Ties to a Heroin Ring

Former Lagos provincial governor Bola Tinubu, affectionately nicknamed the Jagaban, is today seen as a shrewd if not “deeply Machiavellian” Svengali in Nigeria’s politics as well as the architect of a hugely successful anti-corruption platform. But 20 years ago he had to forfeit nearly half a million dollars to the U.S. Treasury Department after being named as an accomplice in a white heroin-trafficking and money-laundering ring that stretched from West Africa to the U.S. Midwest.

Although his case has been bandied about the Nigerian press for years, Tinubu’s involvement in a federal drug and racketeering investigation waged jointly by the DEA, FBI, and IRS has gone unreported elsewhere, even after his ascendance to Karl Rove-like status last month. A recent gauzy Financial Times profile of him, for instance, neglected to mention that two decades ago Tinubu was identified as a bagman for two Nigerian heroin movers who operated out of Chicago and Hammond, Indiana. They were Adegboyega Mueez Akande and Abiodun Agbele, Akande’s nephew, who was exposed to law enforcement after selling white heroin first to Lee Andrew Edwards, another dealer later jailed for trying to murder a federal agent, and then to an undercover cop.

In a 1993 court docket from the U.S. District Court in the Northern District of Illinois, which The Daily Beast obtained from Sahara Reporters, a Nigeria-focused news outlet, IRS Special Agent Kevin Moss said that Akande had run the white heroin ring in the late 1980s until 1990, when he handed off the U.S arm of the business to his nephew, who had arrived in 1988. Akande then returned to Nigeria but continued to oversee the operation from abroad with the help of others at home and in the United States, including his relatives. One of the individuals identified in his cartel by Moss was Tinubu, then a Chicago State University-educated accountant working as a treasurer for Mobil Oil Nigeria Ltd, a subsidiary of energy giant Mobil Oil, which was still a few years shy of its famous merger with Exxon in 1999.

In the biography section of his official website, Tinubu is described as having emigrated to the United States in 1975 “in search of the proverbial Golden Fleece with a heart brimming with unrelenting determination to achieve his visions.” This is certainly one way to describe his tenure stateside.

In 1989, Moss said in an affidavit, Tinubu established an individual money market account, into which he deposited $1,000 in traveler’s checks, and a negotiable order of withdrawal account (NOW) at First Heritage Bank in Country Club Hills, Illinois. The address Tinubu gave the bank was the same as the listed headquarters of Globe-Link International, the front company owned by Akande and his relatives.

“There’s a trend of various Nigerian politicians at the highest levels involved in dodgy business deals around the world, in property and cash.”

Bank employees told Moss that Akande had personally introduced them to Tinubu in December 1989 when who also opened a joint checking account with his wife, Oluremi Tinubu, who already kept a joint account with Akande’s wife at First Heritage. Five days after the NOW account was opened, $80,000 was wired into it from a bank in Houston maintained by one of Akande’s relatives. Tinubu would later use the NOW account to buy a $10,000 Certificate of Deposit for an $8,000 car loan, listing Akande as his cousin on the application.

At the time, Tinubu’s take home as a Mobil Oil Nigeria executive was a mere $2,400 a month and he claimed not to have any other revenue streams. Yet he still managed to deposit $661,000 into his individual money market account in 1990 and then another $1,216,500 a year later. Governor Babatunde Fashola battled hard weekend, to justify the astronomical hike in tuition fees recently introduced in Lagos State University, LASU, by the state government. Recall that the state government had increased tuition fees paid in the university from N25,000 to N250,000 per session.

Fashola, who spoke at Government College, Ughelli’s, annual luncheon party in Lagos, said Nigerians were unconsciously making the country one where there would be separate schools for the rich and poor.

According to him, critics of the increment are indirectly calling for a Nigerian society which will be divided into poor university for the poor and rich university for rich people.


He said: “Countries that do not prioritise education are always at the mercy of those who place a high premium on education.

“Where in the world have we seen tuition fee of university of N25,000? You cannot find this anywhere. Even the nations that are developed and wealthy do not give education for N25,000.

“LASU started very well and over the years, the population grew and beyond the available facilities and the school began to deteriorate. We are determined to rescue LASU and we will not make it a school for the poor.

“We are unconsciously making Nigeria a society where there will be a school for the rich and one for the poor.
“Several people in this country pay so much for education abroad while the schools here continue to deteriorate. It is only in the university that the children of the rich and children of the poor can sit in the same classroom.”

Aminu Tambuwal, now Sokoto State governor, won the seat, against the preferred pick of his party, Mrs Mulikat Adeola Akande, from the South-West. Defunct Action Congress of Nigeria, then a fledging opposition, which had Akande and his soulmate, former Lagos State governor, Senator Bola Tinubu, as front- line leaders, openly asked its elected members of the House of Representatives, mostly from the South-West, to work against their region and back Tambuwal from North-West.

The opposition party’s support carried Tambuwal through the contest against Akande, then ruling party’s favourite for the speakership seat.

“I quickly reminded him that, as at (sic) that date in the United States of America, while the Democrats produced the Senate President, the Republicans (the opposition) produced the Speaker of the House of Representatives. I boasted that ACN was capable of suggesting to him ten names of members from the South West from among whom to choose if PDP would be magnanimous enough to practice democracy the way it was being practised in the USA, from where we imported our presidential system.

“He seemed pissed off and stopped the conversation,” he said.

In the era being referenced by the former national chairman of the defunct opposition party, the controlling party in each of the chambers of the Congress in the United States was in the majority, which wasn’t the case with ACN when the Ila-born politician was making his claim.

The Lagos State Government has borrowed over N126 billion domestically in the last quarter of 2021, the Debt Management Office (DMO) has said.

According to a report released by the DMO, Lagos, whose domestic debt stood at N532.12 billion as of September 30, 2021, is now owing N658.95 billion as at the end of December, 2021.

This represents an increase of N126.83 billion in the last three months of the year 2021, according to the DMO.

DAILY POST observed that Lagos is the State with the highest domestic debt figure as of the time under review.

Ogun State comes second with a total of N232.62 billion debt as of December.

Ogun’s debt profile rose from N192.41 billion to N232.62 within three months, making a debt increase of N40 billion.
