I think it's a mistake. Either they wanted to put 750 and mistakenly put 7500 or that's not the bread stand and the attendant who arranged the bread didn't bother or forgot to remove that 7500 which is for another product

This is what happened, the original item on that shelf ran out of stock.

They had to put the bread to cover the space but forgot to remove the price tag.

Some people will buy it. No big deal. Where you think you don't have money, some are looking for what to spend on. That's irony of life. There are some foreigners I have met at the super market or visited their houses and you won't want to hear some expensive things they spend money on. Some will be bought out of curiosity.
Recently I saw a pack of drug, antibiotics like zinnat in someone house and he bought it 24,490 something that is not up to 7000 or even less in a regular pharmacy.
Even indomie get one brand like that, (not even up to hungry man size o), a pack was around 700 naira few years ago while same size other pack from same company was around 100 naira. Only God knows the current price.

its because of expenses like this that makes them steal without conscience

if you sweat to make profit or give service u wont buy a loaf of bread for 7500.

though some people who genuinely make money can but they are very few.
