There are rules that guide operating a hotel . Even if they don’t have Cctv , they are to photocopy the ID card of the lodger . If they don’t have that , then they can be effectively sued .

when a woman fails to involve herself in legitimate things, this is the end result, come to my area you will see small girls riding expensive cars but later u will hear that either they use them for sacrifice or they ran mad suddenly

The CCTV are to be placed at the passage ways, to know who is coming and going out of every room, not inside the room itself.

This means the passages should also be lightened. with different angles in view and at multiple locations of entry, helps in better observations.
