It seems the problem is from them, everybody is complaining. Go to Facebook, Twitter na the same failed stipend from beneficiaries using different banks.
Maybe they don't have enough money now to continue payment and they intentionally pause all payment by displaying failed in our payroll status OR the problem might be from their server( network).
Anyway since it is general issue they will rectify it

I think you are right about the no enough money to pay......,they are using that transaction details to buy time for themselves...........

These people can be be very annoying, so April and may stipends don go like that. August should come and go someone should just be over it.
