We are born-again by the incorruptible seed *of the LIVING/ACTIVE WORD OF GOD*

"Acts 10:38 How God anointed Jesus of Nazareth with the Holy Ghost and with power: who went about doing good, and healing all that were oppressed of the devil; for God was with him. 10:39 And we are witnesses of all things which he did both in the land of the Jews, and in Jerusalem; whom they slew and hanged on a tree: 10:40 Him God raised up the third day, and shewed him openly;

Since it is impossible for one to enter into the Kingdom of God without being born-again - John 3 vs 5 - 8 - it follows that even those who enter into the Kingdom of God via the broad gate that leads to destruction(to Hell) are also born-again - Matthew 7 vs 13 - 14 & Luke 13 vs 22 - 30 - meaning that not all who are born-again are born of this incorruptible seed that Peter wrote of in his letter of those who in fact live their lives in obedience of God's Word. This fact is further corroborated by the fact that Jesus Christ revealed that on Judgement day, the goats, the unrighteous who will be judged by Him will be sent away, to a place of eternal damnation which only those who have eternal life can endure - Matthew 25 vs 31 - 46. Recall that only those who believe in Jesus Christ and are born-again can have eternal life in the Kingdom of God - John 3 vs 1 - 21.
