Because they are perfect creatures who has a right to choose between life and death.
They have seen how Satan and the other fallen angels failed in their attempt to rule successfully over mankind which was Satan's original plan. And again Jesus (Archangel Michael) has driven away all rebellious angels from heaven {Revelations 12:7-12} so if you are one of the loyal ones enjoying the company of Michael and the rest in God's presence, will you leave such a comfort zone to join Satan and other fallen angels whose days are numbered? Revelations 20:10

As long as they have right to choose between good and evil, their loyality remains questionable to me, According to the Bible, Lucifier loved God so much in his time until he fell from his Glory. Besides, we have had different groups of fallen angels, the ones lead by Lucifier and the ones who lust after women and came to earth to make babies with them were different so, who knows ? maybe another set may come to earth to buy kush or solely for enjoyment or maybe to even help mankind without God's permission

God gave mankind the assignment to subdue the planet and you're here asking if God supported humans in achieving technology.

So you don't know that God purposely gave flying creatures feet that can land safely on electric wires because He knew mankind will develop electricity after subduing the planet shey?
