Investors go where there are facilities like international airport and seaport, and those can only be developed by the federal government. If you built functional seaports in other locations in the country, lagos will become deserted.
There are functional seaport in other part of Nigeria

Port Harcourt own is for oil majorly, onne is not safe, the only secured ones are tin can and apapa, all other ones are messed up
