In the land use charge case between Ola Animashaun Oluwabukola vs Attorney General of Lagos state, the COA ruled that the Local governments can actually enter into a valid contractually relationship with the Lagos state government to exercise the powers vested in them under section 7 of the 1999 constitution without breaching the law. The same is applicable in this case as the state government is simply acting on behalf of the Local governments.
