Highlight Of Bola Tinubu's Achievements As Lagos State Governor (part One) by DesignMaestro(op):
Former Lagos State governor and 2023 presidential candidate, Asiwaju Bola Ahmed Tinubu’s achievements as governor of Lagos State from 1999 to 2007 will be highlighted in this thread (in parts). Many critics have argued that Lagos, being a former capital of Nigeria was already developed and downplayed the impact of the former governor on the development of the city.

No doubt Lagos has been the most developed city in Nigeria since late 19th century, even before many parts of the present day Nigeria began to experience modern civilization. It was also the capital of Nigeria from 1914 till 1990.
It particularly experienced huge infrastructural development in the 1970’s during the era of oil boom. However, its glory began to fade afterwards.

An unprecedented surge in population caused by continuous immigration of people from different parts of the country and neighbouring West African countries turned the city to an unpleasant place to live. The federal government also shifted its attention to building a new federal capital territory in Abuja at the time that Nigeria was facing economic crisis.

From 1990 when Lagos ceased to be the federal capital, the city had become infamous for overpopulation, traffic congestion, poor transport system, poor waste management, high rate of crime and decaying infrastructure.

Many of those who have governed the state had made efforts in tackling the challenges facing the city. Late Alhaji Lateef Jakande in particular did well in aspects of housing and infrastructure. He also proposed a monorail to ease transportation challenges in the city. However, the city remained a shadow of itself for many years.

When Bola Ahmed Tinubu began his journey as the executive governor of Lagos state, he was met with the following challenges and many more:

- Dilapidated roads
- Disorganized transportation system dominated by molue and danfo buses
- Dwindling internally generated revenue
- Poor healthcare services
- High crime rate
- A city buried in heap of refuse due to poor waste disposal and waste management system
- Overwhelming environmental challenges
- Decaying infrastructure in public schools
- Mismanagement and corrupt practices in the state civil service
- Poor welfare for civil servants
- Dearth of foreign investment and closing down of private businesses due to poor infrastructure and high crime rate.
I will highlight his achievements in tackling these challenges and why he is rightly regarded as the architect of modern Lagos.

You can't even tell us what your pay master achieved as a Lagos governor for 8 years!

I understand that it is a difficult job, because you can't manufacture achievements for someone who didn't have much visible legacy apart from over-taxing the people and installing agberos here and there.

Electricity

Tinubu, blazed the trail in the independent power project (IPP), which continually supplied 270 megawatts of electricity to the national grid. The project demonstrated the capacity of some states to generate electricity, if the power to legislate on it is on the concurrent list. The project was actually aimed at supplying Lagos exclusively with uninterrupted electricity but the federal government truncated the plan.
Tinubu’s electrification project covered over 100 communities. In his first term, 53 rural communities were targeted. The projects were completed in Egan, Atewolere, Ifesowapo, Aboru, Agbado, Ayetoro, Akorede, Isheri Ikosi, Orile Aguntan, Rofo, Borokini, Omologbede, Araromi, Oke Agbo, Erekusu, Logberu, Okegelu and Ebute, Lekki. Others were Origanringan, Onigbolakowe, Oke odo Elemoro, Ipaja Isale Odo, Agenuba, Ajelogo, Mutaku, Egansando, Ayanfe, Topo and Ikola Agbenaje.

Water

Housing

Please we mean those projects Tinubu executed and commission himself, not Fashola or Ambode's own, because I am seeing some Fashola's project there that you accredited it to Tinubu.

Transportation:

- Establishment of the Lagos State Traffic Management Authority
(LASTMA) for enhanced traffic management;
- Installation of 50,000 units various types of traffic signs to improve road safety
- Installation of at least 63 functional traffic lights at major road intersections among others in the transportation sector.
- He established Lagos Metropolitan Area Transport Authority (LAMATA) to provide well organized transport system befitting of the status of a mega city. The agency established Africa’s first Bus Rapid Transit (BRT) scheme with dedicated lanes and modern bus stops.
- Through the agency, he revamped the moribund water transportation and also created a blue print for rail transportation system in the city.
In 2005, Bola Tinubu set up a committee which included Babajide Sanwo-Olu, Tunji Bello and some other members of his cabinet, to design the Lagos Light Rail Mass Transport project and the committee came up with six proposed light rail lines and a monorail. The rail lines are:
- Blue line (Marina to Okokomaiko)
- Red line (Marina to Agbado)
- Green line (Marina to Lekki FTZ)
- Yellow line (Otta, Meran, Alimosho, Ipaja, Ejigbo, Mafoluku, Isolo, Surulere, National Theatre)
- Purple line (Redemption Camp, Mowe. Isheri, Omole, Ogba. Iyana Ipaja, Igando, Iba, LASU, Okokomaiko, Ojo)
- Orange line (Ikeja, Alausa, Magodo. Mile 12, Ikorodu)

Real and genuine political analysis would tell you that Tinubu would find things very difficult in the forth coming election.

Look at it this way. Peter Obi for now has already won the entire South east region and nearly the South South region, base on his origin, which is his region first and then his religion. Voters see personal interest first as a key priority of who to vote for. Southerners except the Muslim minorities there are already Obidient.

Tinubu might win his region but not in a large margin, due to the religion difference. But you can't say that about Peter Obi. The entire southeast is already in his pocket. Not to talk of the South South.

Here is the fact, if you would struggle politically in your own religion, it's a sign of your political misfortune. Tinubu of course would struggle in South west due to the religion factor.

Now, if Tinubu is struggling in his own religion how can he dominate the North west of which banking his hope on. Impossible!

The north west would go for Rabiu kwankwaso because of personal interest. Tinubu let alone the APC government can never be trusted. Tinubu would be treated like an orphan in this region. Puting is hope on the APC governor's of the North West region is a waste of effort. No amount of structure can complement for this. North west believe in North first, before anything.

The North East belongs to Atiku Abubakar of PDP. That's his region, yet Tinubu is likely to poll good number of vote from that region, since Atiku Abubakar is not that good in delivering his region massively.

Then the decoder of 2023 election I the middle belt of North Central. The north Central would likely vote on the bases of religion and tribal difference, except Abuja the central capital territory.

Tinubu only chance is to convince Rabiu kwankwaso to step out from the race, of which it would be very different to. If he can erase kwankwaso the he can rely on Bloc vote- North west / South west, then some from North East. But north Central would favour Atiku more than Tinubu.

Revenue Generation:

The total budget size of Lagos State at the inception of the Asiwaju Bola Ahmed Tinubu Administration in 1999 was a little over N14 billion while the state’s Internally Generated Revenue was approximately N600 million monthly. Yet, the monthly public sector wage bill was N800 million. The implication was that Lagos state was entirely dependent on allocation from the centre, which was grossly insufficient to meet the huge challenge of re-building a state that had been neglected and allowed to decay for over two decades. Eight years later under Asiwaju’s astute guidance, Lagos had become financially viable and autonomous of the federal government.
Tinubu Administration grew the budget size of Lagos State from N14.200 billion in1999 to N240.866 billion in 2007.

As a first class financial strategist, Asiwaju Tinubu, through creative and innovative financial engineering, took Lagos from a yearly Internally Generated Revenue of N14.64 billion in 1999 to N60.31 billion in 2006. By March 2007, the state had achieved a monthly Internally Generated Revenue of N8.2 billion.

This impressive revenue performance achieved by the Tinubu Administration in Lagos State did not happen by chance or luck. It was due to carefully thought out and effectively implemented policies such as
- the introduction of the Electronic Banking System/Revenue Collecting Monitoring Project,
- computerization of the revenue collection process,
- introduction of Electronic Tax Receipts,
- re-organization and professionalization of the former Board of Internal Revenue now the Lagos State Internal Revenue Service,
- tax administration reforms
- the creation of robust data base of tax payers.

Health

- Provision of free health services for children under 12 and adults above 60.
- Free ante-natal care for women
- Free treatment for malaria, tuberculosis and leprosy

- Free Cleft-Lip Corrective Surgery
- Introduction of the Quarterly Eko Health Missions that provides free medical services including free heart surgeries to local communities
- Subsidized drugs for all patients
- Free eye screening, eye treatment, eye surgery and provision of free eye glasses popularly known as ‘jigi Bola’
- Revitalization of primary health care system
- Establishment of Lagos State Health Facility Monitoring and Accreditation Agency.
- Establishment of Hospital Services Commission
- Promotion of partnership between the government and the private sector in healthcare services.
- Establishment of drug quality control laboratory.
- Building and renovation of hospitals and health centers across the state
- Upgrading of the buildings and facilities at the Lagos State University Teaching Hospital (LASUTH) to world class grade.
- Expansion and rehabilitation of old General Hospitals in Lagos Island, Gbagada, Epe, Isolo, Ikorodu, Badagry, Agege and the Island Maternity
- Building of new General Hospitals at Mushin, Shomolu, Ibeju-Lekki and Isheri-Iba
- Upgrading of existing health centres to full fledged hospitals at Ijede, Ketu, Agbowa and Agege among others.
- Establishment of Marine rescue unit
- provision of ambulances to ease rescue operations. In 2001, he established ambulance points in different locations across the state. The scheme kicked off with the commissioning of eight ambulance points at Lagos-Ibadan Expressway; Anthony Flyover; Abule-Egba; Mile Two; Third Mainland Bridge by Ebute-Metta Junction; Ikorodu; Ijanikin; Itoikin along Epe Road and Ketu.

Security:

In partnership with the Nigeria Police, he established the Rapid Response Squad (RRS) unit to combat security challenges facing the city. He equipped the unit with state of the art logistic and communication facilities, making them the best police unit in Nigeria. He also fought for the amendment of the constitution to enable states to establish their own police forces.

Waste Management:

- To combat the menace of reckless waste disposal by the people, he established a special task force, Kick Against Indiscipline (KAI) which was saddled with the responsibility of enforcing compliance among the citizens.
- Elimination of mountains of refuse that used to deface the city through the introduction of community-based Private Sector Participation (PSP) in refuse collection and disposal. Thereby creating jobs
- Expansion and modernization of land -fill sites
- Construction of Transfer Loading Stations
- Establishment of waste-to-wealth facilities in Ikorodu.
- Re-organization, modernization and re-equipping of the Lagos State Waste Management Authority (LAWMA)

Investment is too much to ask na... I live and work in Lagos. Please, the Op should list 4 Secondary school built by the Tinubu's administration. No Stadium built. Lagos with all the money has no standard football or sport stadium, except the one built years ago. Not even a domestic airport. Yet, people keep saying infrastructure. So, where's the infrastructure then?
