It will require a community close to the deserts to make that tree planting exercise for 3 yrs and they may claim decent part of the desert

First just divert the flow of river to the said desert you will see that within three years it will and would have produced more trees

Thousands of square miles of fertile farmlands ==> low cost of food.
People can build big cities all of empty lands ==> resettlement , millions of jobs and low cost of living.

those two deserts you mentioned have been like that since the beginning of time, even if you flood the sahara desert it would still dry up and the desert sands can never be fertile for farming.
