What he(Obi) meant in the video is this: OPEC authorised us to supply 1.8mbpd but we can only supply 1.08mbpd. Hence, we are short of say 700kbpd. We are only using the 1.08mbpd and other means of revenue to do project and all in Nigeria, hence complaining there is no money for ASUU. So, his suggestion is this, if it is bunkering or militancy that is affecting the reduced oil production, we should solve it and the up our supply to OPEC demand. If done, then the 700kbpd(this is the amount of crude we are suppose to see aside the 1.08 but we are not seeing) will give us the money to fund ASUU issue.
Bpd is barrel per day meaning number of oil barrels produced per day.

The amount of crude oil theft in one month is enough to settle ASUU... what is stolen or loss from not meeting our OPEC quota is enough to settle ASUU. Not our entire production. Please listen before commenting. I come in peace

It's basically something politicians do especially oppositions. they pander to the average person by presenting a clear and simple solution to a complex problem then say the present administration team isn't intelligent enough to see how easy this solution is. This in turn makes people who are already enamoured for the candidate to see such a candidate as intelligent and has several solutions to problems which makes them vote him and when he finally wins he realises that the simple solution he's been hammering about during campaign is actually not going to work or won't be as easy as it sounds in voice. This is the same thing Buhari's team did to oust Jonathan. they kept talking about things they'd do and how easy it will be to do them but then he won and you can see what's happened as things actually got worse in every sector. Obi is also speaking and talking tough. I hope he wins and puts to use these simple solutions he's been talking as solution to complex problems.

For instance theres this story of snakes killing people so the government decided to use a simple solution to solve this problem. they said they'd pay anyone that can bring dead snakes. few months later there's no sighting of snakes but somehow dead snakes kept coming and coming for People to claim prizes. the government decides to send investigators to check where these snakes are Coming from and they discovered people were rearing snakes to claim prize money. The government then decided to stop paying for dead snakes and those rearing the snakes then released those snakes in their snake farms to the public and the snake problem got worse than it was before the government brought the dead snakes for money policy
