If you check Bayo Onanuga press release, Chimaroke independently ask to be included in the campaign council because of his long standing relationship with Tinubu.

The main tussle is ahead so the council is to gather people that can help actualize their objective. As long as the principal (Tinubu) and the appointee (Nnamani) are happy with it there should be no issues.
